About

Ms. Volmar began her public health career as a managed care coordinator at Fenway Community Health Center in Boston, MA.  Following completion of her JD and MPH at Boston University, Ms. Volmar served as in-house counsel for Pioneer Behavioral Health and then as Employee Benefits Manager at Penn State University where she led the transition to a population health management approach to benefit programs.  Ms. Volmar transitioned full time to academia in 2006 and has since served as Executive Director of Master of Health Administration program at the Pennsylvania State University and Program Director of the Health Management and Policy programs at Oregon State University as well as Associate School Head for the School of Social and Behavioral Health Sciences. 

Ms. Volmar’s research primarily informs health policy development through program evaluation and legal research.  Her work addresses health care provider and payer performance measurement as Oregon Medicaid Coordinated Care Organization efforts to develop integrated health, public health and education initiatives. 

Ms.Volmar is a Fellow of the American College of Healthcare Executives and served on the board of the Oregon Society of Healthcare Executives.

Ms. Volmar join the UNC faculty in 2020 and teaches Health Law for undergraduate and graduate students. She is also the Director of HPM's Master of Healthcare Administration and Master of Science in Public Health programs.
