Alumnus Russell Toal appointed deputy secretary of New Mexico’s human services department

Russell Toal, MPH, health policy and management alumnus of the UNC Gillings School of Global Public Health and former member of the School’s Public Health Foundation board, has been named deputy secretary of New Mexico’s human services department (HSD). The announcement was made Jan. 11 by HSD Secretary-designate David R. Scrase.
“[Toal’s] knowledge and experience with HSD will help jump start our work to focus on measuring current performance and strategically focus on improvements into the future,” Scrase said.
Active in public health, Medicaid and health leadership for more than 40 years, Toal served as a deputy director for HSD’s Medical Assistance Division from 2014 to 2017. Most recently, he has served as principal of RToal Consulting, providing Medicaid and systems expertise to clients specializing in Medicaid and health and human services.
“I am excited to return to HSD and join a team whose focus is to ensure New Mexicans receive the services they need as efficiently as possible,” he said.
Toal and another newly appointed deputy secretary will oversee HSD’s four program divisions and its administrative offices.
