ASHEVILLE As a continuing education specialist at the North Carolina Institute for Public Health, Barbara O. Chavious was renowned for her energy, enthusiasm and understanding of the public health issues facing North Carolina. She touched the lives of people throughout the state, bringing new skills to many public health professionals and, through them, improving the health care of many people.In recognition of her exemplary career, the North Carolina Public Health Association awarded her the 2005 Dr. W. S. Rankin Award. It was presented to her at the association’s awards banquet during its recent annual meeting in Asheville.

Chavious holds an MPH degree in Health Policy and Administration. After 25 years of public health experience in North Carolina, she retired this year from the Institute, which is part of the Carolina School of Public Health.

During her career, she worked with a number of divisions in the state health department in developing training programs for public health practitioners throughout the state. Prior to her work in the Institute’s Office of Continuing Education, she was associate director of the Executive Master’s Programs in the Department of Health Policy and Administration at the Carolina School of Public Health, director of alumni affairs, and a clinical instructor.

Before joining the faculty/staff at UNC-CH, she was a regional consultant with the Developmental Disabilities Branch of NC DHHS and provided clinical services as a genetic educator/counselor in ten local health departments.

The Rankin Award saluted “her commitment, integrity and professionalism, her volunteer spirit and enthusiasm, her knowledge of past and present public health issues, and her active involvement and service in training opportunities that promote professionalism in public health,” read the citation. It also noted that through her compassion and leadership and her respect for the spirit of North Carolina public health, she had earned the respect and admiration of public health practitioners statewide.

Previous winners of the Rankin award include state health director Leah Devlin, former School of Public Health Dean Michel Ibrahim, and the Institute’s former deputy director Rachel Stevens.
