Mr. West has over twenty years of focused experience as a Director of Emergency Services and as an Emergency Management Director working to prepare, develop and refine response and recovery capability for natural and man-made disasters. Additionally, he has ten years of experience in assisting various levels of government in a consulting role to address their needs for disaster response and recovery.

He has lead diverse groups and volunteers from a variety of disciplines to successfully integrate the knowledge and skill sets of each to resolve operational and logistical problems.

He has served as President of the International Association of Emergency Managers and as a member of the Homeland Security Consortium representing the International Association of Emergency Managers. Additionally, he has provided Congressional testimony to the United States House of Representatives Committee on Transportation and Infrastructure, and the Committee on Oversight and Government Reform.
