Kathleen L. Miller, PhD is an economist in the Office of the Commissioner at the US Food and Drug Administration, and an adjunct assistant professor in the Department of Health Policy and Management in the Gillings School of Global Public Health at the University of North Carolina at Chapel Hill.

Dr. Miller completed her BA in Economics, cum laude, at the University of Maryland, College Park with departmental honors, and both her MS in Economics, and her PhD in Health Policy and Management, from the University of North Carolina at Chapel Hill.

Previously, she was the Senior Health Economist and Director of Research at Kids v Cancer, a pediatric cancer nonprofit, where she helped craft legislation to expedite the development of new oncology medicines for children.

Dr. Miller’s primary research interests include pharmaceutical innovation, rare diseases, and policy incentives for drug development.  Her research has been published in Health Affairs, Value in Health, and Nature Reviews: Drug Discovery.
