“Mona has represented the health policy and management program positively through her involvement in the development and implementation of health policy in North Carolina,” said Jeffrey Simms, director of professional development and alumni relations in the department of health policy & management in the Gillings School of Global Public Health. “She was instrumental in the implementation of health programs that affect some of the most vulnerable populations in our state. During Mona’s tenure with the N.C. Department of Health and Human Services, the state’s children’s health insurance program known as Health Choice experienced growth in enrollment and the expansion of quality improvement initiatives that improved the care these children receive.”

Moon joined the State Health Plan for Teachers and State Employees as chief financial officer in August 2008. She oversees the plan’s day-to-day financial operations, including financial services, contracting and compliance and product development. Before joining the State Health Plan, Moon was chief business operations officer for the N. C. Department of Health and Human Services’ department of medical assistance. She also served as principal fiscal analyst for the fiscal research division of the North Carolina General Assembly.

Moon received a bachelor’s degree in business administration and a masters of science degree in public health from the University of North Carolina at Chapel Hill.
