Jules Heisler, PhD, MBA, has joined the School’s Dean’s leadership team as Senior Associate Dean. In this position, he plays a key role in strategic planning, developing and maintaining partnerships, overseeing the administrative functions within the School and raising funds for the School. In addition, he is an adjunct associate professor in the Department of Health Policy and Administration (HPAA).

Dr. Heisler joined the School January 1, 2006, from the University of Pittsburgh Cancer Institute (UPCI), where he was Associate Director for Research Administration and Strategic Planning. He had been at UPCI in roles of increasing responsibility since 1987 and as a faculty member in the Graduate School of Public Health and the School of Medicine.

“Jules was a key force in building UPCI from a very small center to a leading-edge institution,” said Dean Barbara K. Rimer. “He brings to our School exceptional administrative skills and a track record of success. We are in a time of transition, with a number of new faculty and staff members and facing a time of shrinking resources from Washington. Jules is the ideal person to have working on ways to best manage an organization as complex and comprehensive as our School. He is a great addition to both our faculty and staff.”

At UPCI, Dr. Heisler was responsible for managing the Institute’s academic and research programs, overseeing a $60 million annual budget comprising $36 million in grants and contracts and $24 million in institutional funds, including philanthropy, indirect grant revenue, state appropriations and institutional commitments. He also was responsible for oversight of administrative, laboratory and office research space and in charge of personnel management of 600 employees and over 100 faculty members.

Dr. Heisler earned his Ph.D. in higher education from the University of Kentucky and his MBA from the Bernard M. Baruch College of the City University of New York. He received his bachelor’s degree from The City College of the City University of New York.

“Carolina’s School of Public Health is known worldwide for its exceptional research and academics,” Heisler said. “Even more important, the Carolina School of Public Health is committed to working with people at the local, national and international levels to make a difference in people’s lives by improving their health through improved nutrition, better public health services, and a commitment to equal access to health care. I am proud to be working with Barbara Rimer and the rest of the UNC team in building better lives for people everywhere.”

Dr. Heisler’s office is located on the third floor of the Hooker Building, Room 3003. He can be reached at 843-8099 or heisler@email.unc.edu.
