Abstract
The monitoring requirements for the Stage 1 Disinfectants and Disinfection Byproduct Rule have provided the most long-term data set with respect to disinfection byproducts and their precursors in North Carolina Drinking waters. The North Carolina Department of Environment and Natural Resources provided the quarterly DBP monitoring data for the period between January 1, 2004 and September 30, 2005 which was analyzed in order to assess compliance with both total trihalomethane and haloacetic acid maximum contaminant levels. System-wide compliance with the Stage 1 rule was assessed for all large systems in North Carolina; compliance was also assessed at each sampling location to provide an indication of potential future compliance with the Stage 2 D/DBP rule. Analysis of the Stage 1 data reveals a number of interesting compliance trends. Relatively few systems have exhibited non-compliance for the Stage 1 Rule and the assessment of individual sampling locations indicates that similarly high compliance with Stage 2 requirements can likely be accomplished under current treatment and monitoring practices. State-wide DBP formation and the ratio of TTHM to HAA5 increase markedly in the summer months, showing a clear seasonal trend in DBP formation. High TTHM and HAA5 concentrations strongly correlate to the use of free chlorine as a terminal disinfectant and high average source water TOC concentrations. An examination of bromide incorporation suggests that non-inclusion of brominated haloacetic acid species in the HAA reporting requirements may be ignoring a significant portion of DBP exposure in some North Carolina systems.
